ID:15554 PLL "<name>" has the gated lock counter value set to <number> which is less than the recommended value of <number> (when inclk[<number>] has input frequency specified as <number>)

CAUSE: The specified gated lock counter value of the specified PLL is less than the recommended value. This might result in the lock signal toggling a few times before becoming stable. This might cause the PLL self-reset on loss of lock feature to behave incorrectly.

ACTION: Set the gated lock counter to at least the recommended value. This is necessary for the PLL self-reset on gated-lock-loss feature to behave correctly.
