ID:170209 Cannot place <number> nodes into a single LE
CAUSE: The Fitter cannot place the number of specified nodes into a single LE due to one or more of the following reasons:
- The LE contains nodes that consume more resources than are available in the LE.
- The nodes have conflicting location constraints.
ACTION: If the nodes are being forced into the same LE due to location constraints, remove or modify those constraints so that the Fitter can place the nodes elsewhere.
