ID:15251 LCELL atom "<name>" uses improperly connected cin port

CAUSE: The specified LCELL atom uses the cin port, but it is inverted or connected to V_CC , GND, or a pin. However, the cin port must be driven by the cout port of another LCELL atom. An LCELL atom that uses its cout must be added to send the appropriate signal to the LCELL atom.
