Description:

This patch fixes an internal error during I/O register packing that
can occur when the design contains a
FAST_[INPUT/OUTPUT/OUTPUT_ENABLE]_REGISTER assignment and a
non-Partial Reconfig reserved Logic Lock region.

Caution - You must either have previously installed the
          Quartus Prime 19.2 software or must
          install the Quartus Prime 19.2 software
