On computers with a CPU clock speed less than 1 GHz, the Quartus II
installation may fail. This patch fixes this issue.

If you're using Altera Installer, you need to first install Quartus II
software without any devices, then install this patch, then modify the
installation using "Modify Altera Complete Design Suite" shortcut in
the Start Menu to add devices.

If you're using standalone installers, you need to first install
Quartus II software, then install this patch, then run the device
installer.


Caution - You must either have previously installed the 
          Quartus II 12.0 SP2 software or must 
          install the Quartus II 12.0 SP2 software 
          before installing this patch. Otherwise, the patch will 
          not be installed correctly and the Quartus II 
          software will not run properly.
